FREEDOM OF INFORMATION REQUEST REFERENCE NO: 359-2025
I write in connection with your request for information which was received on 24th March 2025 and further clarification as follows:
Please accept this FOIR for information relating to the Sexual Offenders Register within the Warwickshire Police Force area of responsibility, and request the following information please;
How many, as of this date (March 22nd 2025) are presently on the Sexual Offenders Register (including On-Line Offenders), their Nationalities, Ages, and Residential Status ?
We clarified that you are asking for information in relation to the number of RSOs who are currently being managed by Warwickshire Police (i.e., the number of individuals who are convicted sexual offenders, who are in the community (not in custody), and with a current requirement to notify the police of their details and any changes). With regard to ‘residential status’ you confirmed this was asking whether the individuals are British Nationals or from overseas on student or work visas, or Asylum Seekers.

Response: Please be advised that the detail requested in relation to RSOs is not available in a readily retrievable format. The business area has advised that there are over 700 individuals in the community being managed by Warwickshire Police and, in order to determine the information requested in relation to nationality, age and residential status, it would be necessary to review each and every one on an individual basis. At approximately 4 to 5 minutes per individual, this would equate to in excess of 60 hours and is therefore above the amount to which we are legally required to respond, ie, the work involved in locating, retrieving and recording the information far exceeds the cost threshold (£450), which equates to 18 hours work at a standard rate of £25 per hour, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with Section 12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to refining your request; however, due to the volume of records that would need to be manually reviewed, I am unable to suggest a way to do this to allow searches to be conducted within the fees limit.
