FREEDOM OF INFORMATION REQUEST REFERENCE NO: 648-2025
I write in connection with your request for information which was received on 23rd June 2025 as follows:
Definition
For the purposes of this request, a “hit and run” refers to a “fail to stop collision” or a “fail to stop RTC (Road Traffic Collision)”, where a driver involved in a collision does not remain at the scene as required by law.
Please provide the following data for each calendar year from 2019 to 2025 (inclusive):
Q1. The total number of recorded road traffic collisions identified as “fail to stop collisions” or “fail to stop RTCs”.
Q2. A breakdown of these incidents by:
Year/Month
Outcome (e.g. suspect identified, suspect charged, no suspect traced)
Whether any injuries were recorded (if available, broken down by severity: minor, serious, fatal)
Q3. The number of individuals arrested or charged in connection with hit-and-run incidents each year.
Q4. The number of hit-and-run incidents involving:
A pedestrian
A cyclist
Another motor vehicle
Other road users (e.g. motorbike, scooter)
Q5. Where recorded, please provide:
The age and gender of the victim(s) involved in each incident.
The age and gender of any identified or charged suspect(s) (perpetrators).

Response: Please be advised that some of the information is not centrally recorded and is therefore not held in a readily retrievable format. Regarding question 2 (request for outcomes), question 3 and question 5, in order to determine the responses, it would be necessary to manually review and research each collision record individually within the Crash database and the Crime, Custody and Case Recording System. The business area has advised that for the relevant period there have been 979 collisions recorded where at least one vehicle was a ‘fail to stop’. At a conservative estimate of 5 minutes per record to review this would equate to 82 hours of work for these elements alone. This would exceed the amount to which we are legally required to respond, i.e., the cost of locating and retrieving the information exceeds the ‘appropriate level’, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004. For Police forces in the UK, the "appropriate limit" is up to 18 hours of work on one request.
In accordance with section 12(1) of the Freedom of Information Act 2000, this letter is a Refusal Notice for these parts of the request, and, if any part of a request exceeds the fees limit, then section 12 of the Act applies to the whole request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to refining your request; however, due to the volume of records that would require manual review, I am unable to suggest a way to revise these parts of the request into ones which could be provided within the fees limit.
I can advise that, should you wish to remove these elements and resubmit your request, it may be possible to conduct searches to locate the information for question 1 and question 2 (in so far as it relates to year/month and severity of injury breakdown) within the fee/time limit. However, please note that injuries will only refer to what is recorded. In most cases, where a vehicle fails to stop, we would not know if that vehicle’s occupants were injured.
Should you wish to resubmit your request to include question 4, we would require additional clarification as to whether this part of the request is for the number of cyclists, other motor vehicles, and other road users that were non-stop, or the number of cyclists, other motor vehicles, and other road users involved, where another vehicle was non-stop.
