FREEDOM OF INFORMATION REQUEST REFERENCE NO: 608-2025
I write in connection with your request for information which was received on 5th June 2025 as follows:
Could you please provide me with
Q1. The number of collisions involving electric powered pedal bicycles (popularly known as e-bikes) for each calendar year from 2018 up to and including 2024. Also the number of casualties and fatalities that happened as a result of those collisions.
Q2. The number of collisions and casualties involving electric powered scooters (known as e-scooters) for each calendar year from 2018 up to and including 2024. Also the number of casualties and fatalities that happened as a result of those collisions.

Response: Please be advised that the requested information is not centrally recorded and is therefore not held in a readily retrievable format. The recording of damage only collisions (no injury) is not required for statistical purposes. Furthermore, the reporting system used to record collisions with injuries, groups bikes and e-bikes together under the category, ‘pedal cycles, including electrically assisted pedal cycles’. Therefore, in order to determine a response to Q1 of your request, it would be necessary to individually review each collision report in this category to establish whether an e-bike was involved and, where this is found to be the case, whether there were any fatalities. I can advise that a scoping exercise was conducted last year for a similar request and for the period January 2020 to October 2024, and at that time the business area advised that there were 481 collisions recorded in this category. At an average of 5 minutes per record to manually review, this equated to 40 hours of work for that period alone. Therefore, the work involved in locating and retrieving the requested information exceeds the cost threshold of £450, which equates to 18 hours work at a standard rate of £25 per hour, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with Section 12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this part of the request, and, if one part of a request exceeds the fees limit, then section 12 of the Act applies to the whole request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to refining your request; however, due to the number of records that would have to be manually reviewed, I am unable to suggest a way to revise this part of your request in to one that could be provided within the fees limit. Regarding Q2, I can advise that it may be possible to provide information relating to injury only collisions involving e-scooters, should you wish to revise and resubmit your request.
