FREEDOM OF INFORMATION REQUEST REFERENCE NO: 782-2025
I write in connection with your request for information which was received on 31st July 2025 as follows:
Please could you tell me, for the calendar year 2024:
- The number of fines issued for illegal number plates on motor vehicles.
- The number of 'vehicle rectification notices' issued.
- Incorrect spacing; unreadable characters; incorrect colours; wrong material; missing or incorrect markings; ghost plates.
- Please provide the breakdown between issued by police cars and fixed cameras.
- Please provide the revenue and also the average penalty charge.
Please find the Warwickshire Police response set out below.
Q1, Q2 & Q3 response: Searches were conducted for all offences under the following offence codes:
VE94134 - Drive a vehicle when the registration mark fails to conform with regulations
VE94148 - Drive vehicle no front registration plate
VE94150 - Drive vehicle / vehicle and trailer no rear registration plate

Q4 response: All offences were officer seen.
Q5 response: If the offence is dealt with by way of a Vehicle Defect Rectification Scheme (VDRS) these do not carry a penalty. Those that are dealt with by way of a Traffic Offence Report (TOR) (shown as ‘Non Endorsable Notice’ in the above table) have a fixed penalty of £100 and the monies go to The Treasury. In the event that a fixed penalty is not paid it will then go to Court; therefore, the numbers provided are based on the initial disposal and not the final outcome. If a notice does go to Court, then the penalty could be in excess of £100 however, this information is not held by the force.
