FREEDOM OF INFORMATION REQUEST REFERENCE NO: 86-2025
I write in connection with your request for information which was received on 17th January 2025 as follows:
This response incorporates the information that you also requested in December 2024 (FOI REF: 1070-2024).
We trust that both requests are now fulfilled by the attached response.
I would like to request data on the number of arrests your police force has made in the calendar years 2015 to 2024, by nationality group and type of offence.
Part 1
Please provide the total number of arrests for British and foreign nationals in each calendar year. Where somebody has dual citizenship, please count them as a British national.
For example, one cell in the response would be the number of foreign nationals arrested in calendar year 2019.
Part 2
If possible, please also provide figures on arrests of British and foreign nationals broken down by the following offence types: violence; theft; robbery; drugs; sexual offences; fraud; immigration offences; other.
For example, one cell in the response would be the number of foreign nationals arrested for theft offences in the calendar year 2022.
For both part 1 and part 2 of my request, if you are unable to provide data back to 2015, please provide it as far back as possible, starting with calendar year 2024.
Please provide figures in an Excel document, rather than a PDF, if possible.

Q1. Q1 response: Please be advised that a complete breakdown of totals by nationality is exempt by virtue of Section 40 of the Freedom of Information Act 2000.
Section 40(2) is an absolute class-based exemption, which does not require evidence of the harm disclosure would cause and does not require consideration of a public interest test.
This exemption is engaged where disclosure of information relates to personal data of a third party or could lead to the identification of an individual, either from that information alone or combined with any other information from within the Police Service or public domain. In this case, due to extremely low numbers in some nationalities, disclosure is likely to identify an individual. Such a disclosure would breach an individual’s rights under the Data Protection Act 2018, in particular Article 5(1) of the GDPR which states that personal data shall be processed lawfully, fairly and in a transparent manner in relation to the data subject.
Where the total number for any one nationality is below 5, the total is shown as <5 and then the actual yearly grand totals are provided at the bottom.
When reviewing the information please note that nationality is not a mandatory field and is not always completed.
