FREEDOM OF INFORMATION REQUEST REFERENCE NO: 595-2024
I write in connection with your request for information which was received on 24th June 2024 as follows:
How many submissions of driving offences have been submitted to the police force under the Operation SNAP initiative in the last three years (between April 6, 2021, and April 5, 2024)? Please provide the numbers for each year.
Can you provide a breakdown of the type of driving offences and the number of offences made within (April 6-April 5, 2021/22, 2022/23. 2023/24)] for each year submitted under Operation Snap?
Of those submissions under Operation SNAP, what roads/areas were subject to the most submissions, and what is the amount?
Of those offences, what was the gender and age of the alleged offender reported under Operation SNAP?

Response: Please be advised that not all of the requested information is available in a readily retrievable format. With regard to age and gender of the alleged offender reported, this information is not maintained directly in relation to Op Snap. If a Notice of Intended Prosecution is required then the case is directed to the Traffic Processing Unit but from that point TPU take the case. It would therefore be necessary to review each and every file on an individual basis for the years requested (approximately 9000 records) to establish the subject driver’s age and gender. However, even then a full picture would not be gained as in cases that result in no further action, or where a warning letter is sent, gender or age is not established.
As you will appreciate, such searches would take an inordinate amount of time and the cost of providing you with the information is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
Further, it would also the exceed fees limit to establish which roads where subject to the most submissions. Centralised statistics are only broken down to ‘North’, ‘South’ and ‘Foreign Force’ and in order to determine actual roads it would again be necessary to review each file on an individual basis.
In accordance with s12 of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for these parts of the request.
In accordance with Section 16 of the Act I have a duty to provide advice and assistance, however due to the volume of records that would need to be reviewed I have been unable to identify information that could be supplied within the fees limit as it currently stands. However, I can advise that were you to withdraw these elements of your request, it may be possible to provide the number of submissions for each year broken down by areas ‘North’, ‘South’ or ‘Foreign Force’.
Further, I can also advise that we started to identify and distinguish ‘Motorway’ or ‘Normal road’ from March this year.
