FREEDOM OF INFORMATION REQUEST REFERENCE NO: FOI-634-2024
I write in connection with your request for information which was received on 8th July 2024 as follows:
I was wondering if you would be able to provide me with the following information about the total number of luxury car thefts between (and including) July 7, 2022 and July 7, 2024.
Please only include the following car brands and no others in the figures:
Aston Martin
Bugatti
Bentley
Ferrari
Koenigsegg
Lamborghini
Maybach
McLaren
Pagani
Rolls Royce
- Of these brands, please may you list the model that was stolen and how many of that model were stolen
- Please also list next to each model if they were ever recovered (yes or no)

Response: Section 1 of the Freedom of Information Act 2000 places two duties on public authorities. Unless exemptions apply, the first duty at Section 1(1)(a) is to confirm or deny whether the information specified in a request is held. The second duty at Section 1(1)(b) is to disclose information that has been confirmed as being held.
Section 12(2) states: “…Subsection (1) does not exempt the public authority from its obligation to comply with paragraph (a) of section 1(1) unless the estimated cost of complying with that paragraph alone would exceed the appropriate limit.”
Please be advised that there is no specific identifier within the Crime Recording System which denotes makes and models of vehicles, and no flag or marker to easily identify where certain vehicles types are relevant in relation to a crime. Keyword searches are not carried out routinely as they are not reliable, they will only bring back records where the chosen keyword(s) is present within the MO Description / Incident Summary of an investigation; these are limited free text fields and do not contain all information in relation to an investigation. Therefore, in order to determine whether any information is held in relation to your request, and then to determine the number and further detail, it would be necessary to review each and every theft of vehicle offence during the stated period.
Given the number of such offences recorded annually by the force, searches would take an inordinate amount of time and would undoubtedly exceed the amount to which we are legally required to respond, i.e., the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004. For Police forces in the UK, the "appropriate limit" is up to 18 hours of work on one request.
In accordance with Section 12(2) of the Freedom of Information Act 2000, please treat this letter as the Refusal Notice I am required to provide to you in respect of your request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to refining your request and, although the limitations of a keyword search have been set out above, should you wish to resubmit a request asking for the specific car brands to be searched within the MO Description / Incident Summary fields, then this could be undertaken. However, it must be understood that, for the reasons already stated, this would not necessarily provide an accurate response in relation to the number stolen.
Every effort has been made to ensure that the information provided is as accurate as possible.
