FREEDOM OF INFORMATION REQUEST REFERENCE NO: FOI-20-2024
I write in connection with your request for information which was received on 4th January 2024 as follows:
Please may I learn how many Community Protection Notices your force issued through 2023?
Please may I have this figure for each year, for the last five years?
Please may I have a breakdown of what these were for? (eg. birdfeeding, begging etc).
If possible, please may I learn how many of these were repeat orders, to people who had received CPNs previously?
Please find the Warwickshire Police response set out below.
Response: Please be advised that the requested information is not held centrally and is therefore not available in a readily retrievable format. Information in relation to CPNs would be located across many areas of business and there is no way to easily identify or isolate the relevant information. Therefore, in order to determine an accurate response for the number of times CPNs have been issued, and the further information requested, it would be necessary to make enquiries with all business areas who would, in turn, need to review systems and documentation. Such searches would take an inordinate amount of time and would exceed the amount to which we are legally required to respond, i.e., the cost of locating and retrieving the information exceeds the ‘appropriate level’, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with section 12(1) of the Freedom of Information Act 2000, this letter is a Refusal Notice for this part of the request, and, if one part of a request exceeds the fees limit, then section 12 of the Act applies to the whole request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to refining your request; however, due to the extent of the searches required, as well as the number of records which would need to be manually reviewed, I am unable to suggest a way to revise the request into one which could be provided within the fees limit.
Outside of the Act and as a gesture of goodwill, I can advise that it is hoped that in the near future all CPNs will be centrally recorded.
Every effort has been made to ensure that the information provided is as accurate as possible.
Your attention is drawn to the below which details your right of complaint.
Should you have any further enquiries concerning this matter, please write or email the Freedom of Information Unit quoting the reference number above.
Yours sincerely
