FREEDOM OF INFORMATION REQUEST REFERENCE NO: 123-2024
I write in connection with your request for information which was received on 29th January 2024 as follows:
I am requesting data on bicycle theft in your jurisdiction during the 2023 calendar year. Specifically, I am requesting:
- The date
- The recorded make
- The recorded model and
- The value of each recorded bicycle theft, where available.
Please disclose any available data that matches the above. I am happy to receive partial data if all of the above conditions cannot be met.
Please accept my sincere apologies for the delay in providing the response to your request and for any inconvenience this may have caused you. Please find the Warwickshire Police response set out below.
Response: Please be advised that not all of the requested information is held in a readily retrievable format. In order to determine whether the make, model and value of bicycles stolen is held for each crime, it would be necessary to review each and every one of the 476 ‘Theft or Unauthorised Taking of a Pedal Cycle’ offences, recorded in 2023, on an individual basis. An estimate of the time involved is set out below:
476 crimes @ 4 minutes each = 1904 minutes / 60 = 32 hours
Therefore, the work involved in locating, retrieving and recording the information requested exceeds the cost threshold (£450), which equates to 18 hours work at a standard rate of £25 per hour, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with s12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this request and if one question exceeds the limit then this applies to the whole request.
In accordance with Section 16 of the Act I have a duty to provide advice and assistance in refining your request; however, due to the volume of records involved I am unable to suggest a way to revise these elements to allow retrieval within the fees limit.
As a gesture of goodwill I have provided a breakdown of the 476 offences of ‘Theft or Unauthorised Taking of a Pedal Cycle’ broken down by month:
