FREEDOM OF INFORMATION REQUEST REFERENCE NO: FOI- 250-2024
I write in connection with your request for information which was received on 27th February 2024 as follows:
- Please can you supply the data to show how many police officers, broken down by gender, have applied for force promotion to Sergeant, how many have passed force selection processes, how many have then subsequently been temporarily promoted and how many have been substantively promoted in the last three financial years – 2020-2021, 2021-2022, 2022-2023. The data should include any ‘detective’ promotions too, if they are held separately please.
- Please can you supply the data to show how many police officers, broken down by gender, have applied for force promotion to Inspector, how many have passed force selection processes, how many have then subsequently been temporarily promoted and how many have been substantively promoted in the last three financial years – 2020-2021, 2021-2022, 2022-2023. The data should include any ‘detective’ promotions too, if they are held separately please.
- Please can you supply the data to show how many police officers, broken down by gender, have applied for force promotion to Chief Inspector, how many have passed force selection processes, how many have then subsequently been temporarily promoted and how many have been substantively promoted in the last three financial years – 2020-2021, 2021-2022, 2022-2023. The data should include any ‘detective’ promotions too, if they are held separately please.
- Please can you supply the data to show how many police officers, broken down by gender, have applied for force promotion to Superintendent, how many have passed force selection processes, how many have then subsequently been temporarily promoted and how many have been substantively promoted in the last three financial years – 2020-2021, 2021-2022, 2022-2023. The data should include any ‘detective’ promotions too, if they are held separately please.
- Please could you provide the numbers of applicants for ACC, DCC and CC posts, the number of temporary ACC, DCC and CC appointments and the number of substantive ACC, DCC and CC appointments in each of the last three financial years - 2020-2021, 2021-2022, 2022-2023, all broken down by gender.
- Please could you let me know the number of voluntary resignations in your force in each of the last three financial years - 2020-2021, 2021-2022, 2022-2023, all broken down by gender?
- Please could you let me know the number of voluntary resignations in your force in each of the last three financial years - 2020-2021, 2021-2022, 2022-2023, all broken down by ethnicity?
- Please could you let me know the number of voluntary resignations in your force in each of the last three financial years - 2020-2021, 2021-2022, 2022-2023, all broken down by length of service?
- Please could you let me know the number of officers declaring a disability in your force in each of the last three financial years - 2020-2021, 2021-2022, 2022-2023, all broken down by gender?
Please find the Warwickshire Police response set out below.
Response: Please be advised that the information requested at Q1 to Q5 is not centrally recorded and is therefore not held in a readily retrievable format. The business area has advised that in order to determine this information is would be necessary to run a report on each and every individual’s assignment history to track if/when they have been temporary or substantively promoted. An estimate of the time involved is set out below:
1146 officers @ 15 minutes per officer = 17190 minutes / 60 = 287 hours
As you will appreciate, such searches would exceed the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004. For Police forces in the UK, the "appropriate limit" is up to 18 hours of work on one request.
In accordance with Section 12(1) of the Freedom of Information Act 2000, please treat this letter as the Refusal Notice I am required to provide to you in respect of your request. Please note that if one part of a request exceeds the fees limit, then Section 12 applies to the whole request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in refining your request; however, due to the volume of records which would need to be individually reviewed, I am unable to suggest a way to reduce this element of your request into one which could be managed within the fees limit. However, I can advise that should you wish to remove those questions and resubmit a request for Q6 to Q9, then it may be possible to provide this information within the fees limit.
