Q2 response: Please be advised that percentage is not held.
With regard total number of electric bike thefts in 2023, please be advised that there is no identifier within the Crime Recording System to identify where a bicycle theft relates to an ‘electric’ bike. In order to determine the number of bicycle thefts in 2023 which relate to an electric bike it would be necessary to review each and every one of the 476 crimes for 2023 on an individual basis. At an estimate of 3 minutes per investigation, this would equates to 24 hours of work and would therefore exceed the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with s12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this element of the request.
However, in order to provide assistance the business area conducted a keyword search for where ‘electric’ is present within the MO Description of the 476 crimes and the resulting records were then reviewed to determine relevance. The resulting figures are set out below; however, it is important to note that if there are other relevant offences, but where the keyword is not present within the MO Description, then these will not have been returned within the search. For this reason information retrieved by way of a keyword search cannot be assumed to be entirely accurate and should be treated with caution.
