FREEDOM OF INFORMATION REQUEST REFERENCE NO: 378-2024
I write in connection with your request for information which was received on 3rd April 2024 as follows:
Please accept my sincere apologies for the delay in providing the response to your request and for any inconvenience that this may have caused you. Please find the Warwickshire Police response set out below.
Response: Please be advised that not all of the information requested is held in a readily retrievable format. Although some offence codes specifically state ‘cocaine’ within the title, a large amount do not and the offence is ‘Possess Class A/with intent to supply’. In order to ensure that all information has been captured it would be necessary to manually review all cases recorded, where the reason for arrest was in relation to ‘Possess Class A/with intent to supply’ to determine if cocaine is relevant. An estimate of the cost involved is set out below:

This would be above the amount to which we are legally required to respond ie, the work involved in locating, retrieving and recording the information requested for exceeds the cost threshold (£450), which equates to 18 hours work at a standard rate of £25 per hour, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with s12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for your request.
In accordance with Section 16 of the Act I have a duty to provide advice and assistance in relation to your request; however, due to the amount of records that would need to be reviewed, I am unable to suggest a way to reduce this element of your request into one which could be provided within the fees limit.
However, I can advise that were you to just require information based on where ‘cocaine’ is stated within the title, then we may be able to provide a response to Q1, Q2, Q3 and Q4; however, please note that this may not provide an accurate response for the reasons set out above.
*Please further note that, due to changes in systems, it is not possible to retrieve annual information prior to 2018; therefore, responses would be based on information from 2018 to 2023.
With regard to Q5 and Q6, please be advised that conviction data falls within the remit of, and is held by, HM Courts and you may wish to contact them in this regard.
