FREEDOM OF INFORMATION REQUEST REFERENCE NO: 980-2023
I write in connection with your request for information which was received on 23rd October 2023 as follows:
As a freedom of information request could you please send me the following:
Q1. A copy of your organisations strategic HR plan or the planning document that relates your recruitment strategy and any related policy documents related to cognitive diversity.
Q2. A copy of your organisation's latest statistics for complaints against police regarding the use of excessive force.
Q3. A copy of your organisation's latest statistics for assaults against police.
Should you require any further information or clarification then please get in touch.
On 30th October 2023 a request for clarification was made to you as follows:
Where you have stated, ‘a copy of your organisations latest statistics for complaints against police’, at question 2, I can advise that we do not routinely collate separate statistics for ‘complaints’ in relation to use of force. Are you therefore requesting the number of complaints relating to allegations of officers using excessive force, that have been recorded by the force? If so, please can you provide date parameters for the search, i.e., 01/01/2022 to 31/12/2022.
Similarly, at question 3, we do not routinely collate separate statistics relating to assaults against police officers. Such incidents would be recorded as a crime of assault on a constable with or without injury, depending on the circumstances.
All crime figures recorded by Warwickshire Police are released into the public domain by the Home Office quarterly, as official statistics, including crimes of ‘assault with injury on a constable’ and ‘assault without injury on a constable’.
You can access this information at the below link, by filtering to ‘Warwickshire Police’, and selecting the specific offences:
Police recorded crime and outcomes open data tables - GOV.UK (www.gov.uk)
All crime statistics are available from 2013 to June 2023, and are broken down by financial year and quarter.
Please advise if the information you can access via this link is sufficient for the purposes of your research, and that you do not need any further information in relation to Q3.
On 30th October 2023 you responded as follows:
That link looks to be good for Q3. In relation to Q2 I am looking at the most recent so ideally 2022/23 or earlier if not available for that year.
You further advised, regarding Q2:
I can confirm that it is the number of complaints relating to allegations of officers using excessive force, that have been recorded by the force in the financial year 2022/23.
Please find the Warwickshire Police response set out below.
Q1 response: I can confirm that Warwickshire Police do hold the requested information; however, the information is already in the public domain and is therefore exempt from disclosure by virtue of Section 21 of the Freedom of Information Act – ‘Information Reasonably Accessible by Other Means’. Please view the Warwickshire Police Positive Action Strategy 2020-2025, via the below link:
