FREEDOM OF INFORMATION REQUEST REFERENCE NO: 976-2023
I write in connection with your request for information which was received on 23rd October 2023 as follows:
1) Could you please tell me how many crimes your force recorded involving e-scooters (not e-bikes or any other form of electronic vehicle) in the following reporting periods? (NB if you do not record by quarter, please provide the total figure for each year instead).
2) Could you please tell me how many times crimes involving e-scooters were put forward by your force to the CPS for prosecution during the following reporting periods? (NB if you do not record by quarter, please provide the total figure for each year instead).
Please find the Warwickshire Police response set out below.
Response: Please be advised that there is no identifier on the crime recording system in relation to crimes involving an e-scooter and, in order to be sure that all relevant information had been captured, it would be necessary to individually examine all investigations during the stated time period. However, in order to provide assistance, the business area conducted a search for all offences, recorded during the period 1st January 2019 to 30th September 2023, where the MO Description and/or Incident Summary free text fields include any of the following keywords: ‘e-scooter’, ‘e scooter’ or ‘electric scooter’. The resulting records were then manually reviewed to ensure mention relates to an electric scooter. However, it should be noted that the resulting records will include all mentions, regardless of context, and does not necessarily denote that the electric scooter is relevant to the crime (ie records could include where it is merely mentioned that the victim of a crime was riding a scooter prior to an offence taking place). It is also important to note that, in the event that there are further offences recorded which have involved an e-scooter, but where the above mentioned keywords are not present within the MO Description/Incident Summary, then these will not have been returned within the search. For this reason information retrieved by way of a keyword search cannot be assumed to be entirely accurate and should be treated with caution.

Q2 response: Please note that due to low numbers in some quarters, outcomes have been provided by year so as to ensure that information relating to an individual is not disclosed, as provided in Section 40 of the Freedom of Information Act. Exemption under Section 40(2) is applicable where the information requested relates to a third party or could lead to the identification of an individual which would be in breach under the Data Protection Act 2018, in particular Article 5(1) of the GDPR which states that personal data shall be processed lawfully, fairly and in a transparent manner in relation to the data subject.
