I write in connection with your request for information which was received on 20th October 2023 as follows:
1) Could you please tell me how many e-scooters (not e-bikes or any other form of electronic vehicle) were confiscated by your force in the following reporting periods? (NB if you do not record by quarter, please provide the total figure for each year instead).

2) Please could you tell me the dates between 2019 and the present day of any changes in policy regarding the confiscation of e-scooters by your constabulary? And what those changes were? (As an example: the Met police revised their policy on e-scooters (“Operation Hornet”) twice in this period. In Nov ‘21 they moved from confiscations as standard to a policy of discretion, education and warning illegal users. And in June ‘22 they further updated their policy with regards to juvenile offenders to incorporate contacting juvenile offenders parents or guardians when they were stopped).
3) Please can you tell me the number of deaths involving e-scooters recorded by your force in the three completed quarters of this year 2023? (NB if you do not record by quarter, please provide the total figure for the year to date instead).

Q2 response: No specific information held. Warwickshire Police do not hold a policy in relation to the confiscation of e-scooters. We do hold a Standard Operating Procedure; ‘Warwickshire Police SOP when dealing with E-Scooters (powered transporter)’, which sets out some guidelines for officers. This was produced in 2020 and has not changed since. Please see the relevant extract set out below:
What is Warwickshire Response to dealing with E-Scooters?
Our principle aim will be to educate riders in order to keep all road users, including pedestrians safe. This will be done over the coming months through press releases, Social Media, our partner agencies in local councils and through SNT engagements with schools / collages on our area.
If a rider is found riding an E-scooter in any public place the following action will be taken;
Outside of the Act and as a gesture of goodwill, I can advise that the business area has stated that a full e-scooter policy is in development which, when finalised and agreed, will supersede the Standard Operating Procedure currently in place.
