FREEDOM OF INFORMATION REQUEST REFERENCE NO: 925-2023
I write in connection with your request for information which was received on 6th October 2023 as follows:
Q1. The number of reported dog attacks (owner or person in charge allowing a dog to be dangerously out of control).
Q2. Provide the number of reported incidents in 2022 from January 1 to September 31, and the number of reported incidents in 2023 from January 1 to September 31.
Q3. For each time period, can you provide a breakdown on the breeds of dogs involved.
Please find the Warwickshire Police response set out below.
Response: Please be advised that not all of the requested information is centrally recorded and is therefore not held in a readily retrievable format. There is no way of readily identifying breed of dog from the crime recording system. In order to provide this information for the offence of ‘8/21 – ‘Owner or person in charge allowing dog to be dangerously out of control in any place in England or Wales (whether or not a public place) injuring any person or assistance dog’, it would be necessary to examine each and every investigation on an individual basis. During the period 1st January 2022 to 30th September 2022, and 1st January 2023 to 30th September 2023, a total of 431 such offences were recorded.

A calculation of the time involved is set out below:
431 offences @ 3 minutes per record to review = 21.54 hours
This would exceed the amount to which we are legally required to respond, i.e., the cost of locating and retrieving the information exceeds the ‘appropriate level’, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004. For Police forces in the UK, the "appropriate limit" is considered to be up to 18 hours of work (or £450) on one request.
In accordance with Section 12(1) of the Freedom of Information Act 2000, please treat this letter as the Refusal Notice I am required to provide to you in respect of your request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to refining your request. I can advise that it may be possible to provide some information if the scope of the request were reduced to say twelve months. Should you require data for more than one year, the request could be revised to a period of six months for each year.
