I write in connection with your request for information which was received on 3rd October 2023 as follows:

Response: Please be advised that not all of the requested information is centrally recorded and is therefore not held in a readily retrievable format.
Regarding Q1b, there is no way of readily identifying from the crime recording system, whether an officer attended the scene of an offence. In order to provide a definitive figure in relation to the number of shoplifting offences attended by an officer, it would be necessary to examine each and every investigation on an individual basis. During the stated period there was a total of 2,068 shoplifting offences recorded. A calculation of the time involved is set out below:
2068 Shoplifting offences @ 4 minutes per record to review = 138 hours
Further, regarding Q2, there is no way of readily identifying from the crime recording system, whether a victim of assault was working as retail staff at the time of the incident. In order to provide a definitive figure in relation to the number of assault offences where the victim was working as a retail assistant, and whether an officer attended the scene, it would be necessary to examine each and every investigation on an individual basis. During the stated period there was a total of 8,688 assault offences recorded. A calculation of the time involved is set out below:
8688 Common Assault, ABH and GBH offences @ 4 minutes per record to review = 579 hours
Therefore, any one of the above elements of your request would involve a disproportionate amount of effort, which would take us over the fees limit (£450) as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with Section 12(1) of the Freedom of Information Act 2000, please treat this letter as the Refusal Notice I am required to provide to you in respect of your request. Please note that if one part of a request exceeds the fees limit, then Section 12 applies to the whole request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to your request; however, due to the volume of records that would need to be examined, I am unable to suggest a way to pare down these elements of your request into one that could be managed within the fees limit. I can however advise that a response to Q1a (monthly breakdown of shoplifting offences), could be provided, should you wish to revise and resubmit a new request.
