FREEDOM OF INFORMATION REQUEST REFERENCE NO: 1082-2023
I write in connection with your request for information which was received on 24/11/2023 as follows:
1) The amounts provided to Mountain Healthcare Limited for the following periods:
1 October 2020 to 30 September 2021
1 October 2021 to 30 September 2022
1a) Please break down these amounts by the types of services which are being contracted for.
For example a response could be: (‘£xxx of the money provided to Mountain Healthcare Ltd between was spent on the provision of Sexual Assault Referral Centres and £xxxx was spent on xxxx services’) To note, we have sought to identify the information in 1A through the data which you are required to publish on your website covering the spend by the Police Commissioner/Constabulary on items over £500 and have been unable to do so.
This is likely to be in breach of the Information Commissioners Guidance to Police Authorities on transparency, and the Government guidance on financial transparency which states in bold that public bodies must provide “The description on the expense type should enable users of the data to understand where money has been spent. You must avoid high-level descriptions or the use of jargon”.
It may also be in breach of Section 11(1) and (2) of The Police Reform and Social Responsibility Act 2011 which requires detailed information on expenditure over £500.
2) Please could you provide the details of any lease arrangements between the properties owned by the police and leased to Mountain Healthcare Ltd. I am seeking information on a) the duration of the lease b) the annual rent charged to Mountain Healthcare Ltd.
Please accept my sincere apologies for the delay in providing the response to your request and for any inconvenience this may have caused you. Please find the Warwickshire Police response set out below.
Response: I can advise that Warwickshire Police do not hold the contract with Mountain Healthcare; this is a collaborative procurement by the NHS. Warwickshire Police do not make payments to Mountain Healthcare and do not lease any properties to them, our response is therefore ‘No Information Held’.
