FREEDOM OF INFORMATION REQUEST REFERENCE NO: 1063-2023
I write in connection with your request for information which was received on 20th November 2023 as follows:
Q1) How many delivery vans / couriers had parcels stolen or attempted to be stolen for each month of 2022? (Please breakdown per month)
Q2) How many delivery vans or courier vehicles were stolen or attempted to be stolen for each month of 2022? (Please breakdown per month)
Please find the Warwickshire Police response set out below.
Response: Please be advised that the requested information is not centrally recorded and is therefore not held in a readily retrievable format. There is no flag or marker to easily identify whether parcels have been stolen/attempted to be stolen from a delivery van and, likewise, whether any vehicle stolen/attempted to be stolen is a delivery van or courier vehicle. In order to determine the information requested at Q1, it would be necessary to manually review each and every ‘Theft from a Motor Vehicle’ offence, recorded during 2022, to determine whether it related to theft of a parcel and whether the vehicle was a delivery van. I can advise that during the period there were 2437 such offences and, at 3 minutes per record, this would equate to in excess of 121 hours of work.
Further, with regard to Q2, it would be necessary to manually review each and every Theft of Motor Vehicle offence, recorded during 2022, to determine whether the vehicle stolen was a delivery van or courier vehicle. I can advise that during the period there were 1198 such offences and, at 2 minutes per record, this would equate to in excess of 39 hours of work.
Therefore, for the reasons set out above, searches would exceed the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with s12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this request.
In accordance with Section 16 of the Act I have a duty to provide advice and assistance; however, due to the number of records which would need to be individually reviewed, I am unable to suggest a way to reduce your request into one which could be managed within the fees limit.
