FREEDOM OF INFORMATION REQUEST REFERENCE NO: FOI-1037-2023
I write in connection with your request for information which was received on 13th November 2023, and clarification received on 14th November 2023, 21st January 2024 and 24th January 2024, as follows:
1) The last three years’ statistics on:
2) The percentage chance of achieving promotion from the rank of Police Constable to Police Sergeant. (in the past three years, how many people applied for promotion and how many achieved it?)
3) The percentage chance of achieving promotion from the rank of Police Sergeant to Police Inspector. (in the past three years, how many people applied for promotion and how many achieved it?)
4) The average length of service to achieve promotion from Police Constable to Police Sergeant.
5) The average length of service to achieve promotion from Police Sergeant to Police Inspector.
6) The average length of service to achieve promotion from Police Inspector to Police Chief Inspector
7) Average length of service for male and female officers in the last three years.
On 14th November 2023 we requested the following clarification:
You have asked for "the last 3 years". Please can you clarify exactly what you require, i.e:
- The last 3 complete calendar years (2020, 2021, 2022)
- The last 3 financial years (2020-2021, 2021-2022, 2022-2023)
- The last 3 years including 2023 to date ( 2021, 2022, 2023 - to date)
On 14th November 2023 you provided the following clarification:
Please provide data for the last 3 years including 2023 to date ( 2021, 2022, 2023 - to date).
On 23rd January we requested further clarification as follows:
The business area have advised that a response to Q1 a,b, and c can be provided.
Regarding Q2 and Q3, the business area has advised that an officer of Constable or Sergeant rank has to pass an examination and then pass the promotion board before being placed on the Promotions Select List; however, it is only when a vacancy arises and they are moved into that role that the officer is officially promoted. Please advise how you wish to proceed.
Regarding Q4, 5, and 6, the business area has advised that the force does not hold an average for length of service to achieve a promotion, and obtaining that information will require an in-depth review of individual records using the knowledge and skills of the business area. Therefore the response to these questions will be 'no information held'.
Regarding Q7, please advise whether you mean 'the average length of service for male and female officers who have left the force, in the last three years?
On 24th January you provided the following clarification:

Thank you for your email and for advising of the amendment to your original Q7.
Please can you confirm if you still wish to proceed with your original Q1 a, b and c as the business area has advised this information can be located and retrieved within costs?
Please can you also clarify whether you are removing Q2 and Q3 from the request? As previously advised it is difficult to answer these questions as you have originally worded them, as it is only when a vacancy arises, and they are moved into that role that an officer is officially promoted. Please advise how you wish to proceed regarding Q2 and Q3.
