FREEDOM OF INFORMATION REQUEST REFERENCE NO: 1004-2023
I write in connection with your request for information which was received on 1st November 2023 as follows:
My questions are related to ‘diversity, equity and inclusion’ (DEI). I recognise organisations may have different names for ‘diversity, equity and inclusion’. Therefore, in the spirit of The Freedom of Information Act, please take this phrase to also mean ‘diversity, equality and inclusion’ or whatever your organisation terms the DEI framework, and to apply to discrete elements of the DEI framework – EG ‘diversity’ training sessions, or ‘inclusivity’ training sessions, as well as training sessions that are related to the DEI framework – EG ‘unconscious bias’ training, or ‘gender identity’ training.
Please tell me the following:
Q1. Broken down annually, from 2019 to present how many training sessions related to ‘Diversity Equity and Inclusion’ have employees of your organisation been invited to complete? If possible, please detail how many of these training sessions were mandatory for employees to attend, and how many were voluntary. If possible, please also detail how many of these training sessions were led by internal staff, and how many by external providers.
Please share with me the titles of the five most recent DEI-based training sessions provided to your organisation’s employees.
Q2. How many staff members whose role is predominantly focussed on DEI does your organisation employ? For example, employees with titles such as ‘diversity manager’, ‘head of inclusion’, or ‘head of culture’.
Please also inform me how many such roles your organisation held at year end (or whenever you measured them) in 2022, 2021, 2020 and 2019.
Q3. Please inform me how many internal grievances have been raised by employees of your organisation from 2019 to present, broken down by year.
Q4. Please inform me how many internally raised grievances have resulted in disciplinary procedures being instigated from 2019 to present, broken down by year.
Q5. Please inform me how many of your employees have received sanctions following disciplinary procedures that arose as a result of internally raised grievances from 2019 to present, broken down by year. If possible, please detail how many instances of each outcome were enacted (EG number of written warnings, number of dismissals etc); please also break this information down by calendar year.
Q6. If possible, please inform me what your organisation’s total expenditure (or budget, if expenditure is too time-consuming/difficult to calculate) has been for external ‘DEI’ training sessions from 2019 to present, broken down by year.
Q7. If possible, please inform me what your organisation’s current salary budget or expenditure (whichever is more convenient) is for staff members whose roles are predominantly focussed around DEI. Please also provide this information for 2019, 2020, 2021 and 2022, broken down by calendar or financial year, whichever is more convenient.
Q8. If possible, please tell me how many staff your organisation currently employs. Please also tell me how many staff your organisation employed (at whichever point in the years you have measurements to hand for – EG year-end) in 2022, 2021, 2020 and 2019.

Q1 response: Please be advised that the requested information is not centrally recorded and is therefore not held in a readily retrievable format. There is no way of readily identifying from the training system all cases where Diversity, Equality and Inclusion form part of course content. The business area has advised that DEI as well as subjects relating to this such as unconscious bias, inclusive language, inclusive culture, micro-incivilities, and social inclusion are covered in many courses, some examples of which are provided below:
For this reason, in order to determine all information held in relation to Q1, it would be necessary to examine lesson plans in relation to all courses. An example of this would be in relation to the student intake where training takes place over a 2/3 year programme with an initial 17 week input, followed by rotations and learning blocks approximately every 10 weeks. This is a joint delivery with the university so it would be necessary to identify which areas of training relate to your request by examining all lesson plans, and then obtain relevant learning objectives. Added to this would then be all other training that is delivered by the force. For these reasons the business area has advised that this would exceed 18 hours of work and therefore is above the amount to which we are legally required to respond, i.e., the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with Section 12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this part of the request.
In accordance with Section 16 of the Act, I have a duty to provide advice and assistance in relation to refining your request; however, I am unable to suggest a way to revise this part of the request into one which could be managed within the fees limit. I can however advise that there is a mandatory eLearning course entitled ‘Unconscious Bias’, which is aimed at all officers and staff.

Payments to external providers until March 2020 would have been processed by the alliance and re-charged to Warwickshire Police, however Warwickshire Police do not hold this information in a readily retrievable format. Please find available information from 2020 onwards set out below. This represents spend identified specifically in relation to external DEI training. Please note that virtually all of our related training is delivered ‘in-house’ against College of Policing standards.
