I write in connection with your request for information which was received on 3rd May 2023 as follows:
Please could I request the following information about victims of modern slavery who have been referred to the National Referral Mechanism by the force from April 2022 to April 2023.
Q1. How many of those referred were working in the care sector?
Q2. How many of those referred were students at a UK school, college or university?
If this time frame means a Section 12 exemption will be placed, please only provide me with data from September 2022 - April 2023.
Please accept my sincere apologies for the delay in providing the response to your request and for any inconvenience this may have caused. Please find the Warwickshire Police response set out below.
Response: Please be advised that NRM referrals can be made by any officer where they believe they have encountered a victim of modern slavery, however, there is no centrally held record by the force for when a referral has been made.
The NRM Single Competent Authority (SCA) notifies the force, via email, of any NRM referrals they have received either from us or that require our action, and there is a central record created by the force Modern Day Slavery Referral Processor for this. Therefore, the below information reflects referrals received by the NRM between 1st April 2022 and 30th April 2023, where Warwickshire Police were the referring authority, and where there has since been a reasonable grounds or conclusive grounds decision by the NRM that the individual who has been referred is a victim or potential victim of Modern Slavery.
In order to answer the request, the NRM Referral and Decision notice documentation in relation to the resulting individuals has been manually reviewed, for any mention of the individual being a student or employed in the care sector. Where there was no mention of this in the documentation, further searches were carried out of the occupation details within the individual’s personal record, however this is not a mandatory field and is often not completed.
It is important to note that there is no mandatory requirement to record employment or education details in an NRM referral. Therefore, whilst the data provided in the response below is an accurate reflection of what is held by the force, it is unlikely to be entirely reflective of the picture of students/care sector workers referred to the NRM and should therefore be treated with caution.
