I write in connection with your request for information which was received on 2nd May 2023 as follows:
Please can you provide me with a breakdown of Special Constable numbers, broken down by their individual patrol status.
For example, the count of current members of your Special Constabulary who are Accompanied Patrol Status (APS), Directed Patrol Status (DPS), Qualified Special Constable (QSC), or Qualified Special Constable - Full (QSC-F).
If you have not adopted the Policing Education Qualifications Framework (PEQF) for your Special Constabulary, please provide the breakdown of officers who have achieved Independent Patrol Status (IPS) and those who have not.
Please find the Warwickshire Police response set out below.
Response: We are currently operating two systems for patrol status, those who trained before September 2020 and those who have trained afterwards.
Warwickshire Police have 46 Special Constables from the old training programme who have Independent Patrol Status. Whilst we do not currently have a final procedure for mapping these Specials across to the new system, we have offered QSC as CPD to legacy Independent Patrol Status Special Constables. Some are working towards QSC.
Those Special Constables who were still Non-Independent Patrol Status in September 2020 were moved across to the new DPS/QSC programme, so we no longer have any Non-Independent Patrol Status Specials.
From those who have trained since September 2020 we have the following breakdown:
APS - 6
DPS – 16
QSC – 6
QSC – Full – 0
Total number of Specials – 74
