FREEDOM OF INFORMATION REQUEST REFERENCE NO: FOI-646-2023
I write in connection with your request for information which was received on 7th July 2023 as follows:

Response: Please be advised that most of the requested information is not held in a readily retrievable format. There is no specific identifier to isolate crimes relating to theft of vans or theft of caravans, nor to determine whether a stolen vehicle was recovered and whether the theft was keyless. In order to determine such information it would be necessary to examine thousands of theft of vehicle/theft offences on an individual basis. The work involved in locating, retrieving and recording the information requested exceeds the cost threshold (£450), which equates to 18 hours work at a standard rate of £25 per hour, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with s12(1) of the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this request and if one question exceeds the limit then this applies to the whole request.
In accordance with Section 16 of the Act I have a duty to provide advice and assistance in refining your request and can advise that, should you wish to revise your request, we would be able to provide information requested at Q1 within the fees limit.
It could also be possible to conduct a keyword search for ‘caravan’ present within the MO Description/Incident Summary of all theft offences recorded during the period. The resulting records could then be reviewed to determine if they relate to theft of a caravan.
On the same basis, information retrieved for Q1 could be searched for where the keyword ‘keyless’ is present within the MO Description/Incident Summary and the resulting records reviewed for relevance.
However, in both instances, it is important to note that in the event that there are further relevant offences recorded, but where the keyword ‘caravan’ or ‘keyless’ is not present within the MO Description/Incident Summary, then these will not be returned within the search. For this reason information retrieved by way of a keyword search cannot be assumed to be entirely accurate and figures would need to be treated.
