I write in connection with your request for information which was received on 14th August 2022 as follows:
Can you please tell me how many incidents you have recorded of Chinese university students harassing and intimidating other students since 2018?
Can you please give me a list of the number of incidents recorded each year for the past five years?
Please find the Warwickshire Police response set out below.
Response: Searches were conducted of the Crime Recording system for all offences, recorded since 1st January 2018, under the following Home Office codes:
8L (Harassment)
8M (Racially or Religiously Aggravated Harassment
8R (Malicious Communications)
The following searches were then conducted in relation to the resulting records:
I can advise that, based on these searches, there were no records located which meet the criteria of your request. However, it is important to note the following:
* Keyword searches are not carried out routinely as they are not reliable. They will only bring back records where the chosen keyword(s) is present within the MO Description / Incident Summary of an investigation. These are limited free text fields and, even if relevant, the keyword may not be present within those fields. Therefore, any searches undertaken by way of a keyword cannot be assumed to be accurate.
**Although there is an occupation field within the crime recording system, this is a drop-down field with limited choice, is not mandatory and is often not completed.
***With regard to ethnicity, please note that there is a large volume of offences where there is no suspect ethnicity recorded.
Therefore, in order to provide an accurate response to your request it would be necessary to examine the wider investigation papers in relation to each and every relevant offence, recorded during the stated period, on an individual basis to determine whether it fulfils the criteria. This would take an inordinate amount of time which would exceed the cost threshold (£450), which equates to 18 hours work at a standard rate of £25 per hour, as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
