FREEDOM OF INFORMATION REQUEST REFERENCE NO: 834-2021
I write in connection with your request for information which was received on 12th October 2021 as follows:
Please can you provide me with the number of recorded crimes for ‘Production of cannabis’ (Home Office code 92/21) and 'Permitting premises to be used' (Home Office code 93/21) between 2015 and 2020.
Can you please break down the data on a spreadsheet and include the following: the year; description of what was seized; estimated value of the seizure.

Response: Please be advised that information in relation to part two of your request, a description of what was seized and estimated value of the seizure, is not centrally recorded and is therefore not available in a readily retrievable format. In order to attempt to provide a response to this element of your request it would be necessary to individually review each investigation in detail. Between 2015 and 2020 a total of 409 offences were identified as being within the remit of part one of your request and, at a very conservative estimate of 5 minutes per investigation to review, this would equate to over 34 hours of work. Therefore, this is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004. For Police forces in the UK, the "appropriate limit" is considered to be up to 18 hours of work on one request.
In accordance with the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this part of the request and if one part of a request exceeds the fees limit then S12 of the Act applies to the whole request
In accordance with Section 16 of the Act I have a duty to provide advice and assistance. You may wish to reduce your request to a lesser time period of, say, the last two or possibly three years. However, as the time to review each record could vary and may take considerably longer than 5 minutes it may only be possible to comply with the request for one or maybe two years.
As a gesture of goodwill I have provided a response to the first part of your request, which was located before it was realised that not all of the information could be retrieved within the fees limit. This should not be taken as a precedent that additional information would be supplied outside of the time/fees legislation for any subsequent requests.
