Please find the Warwickshire Police response set out below:
Response: Please be advised that the information requested is not held centrally and is not available in a readily retrievable format. During the period 2019/20 and 2020/21 there were 4714 theft from motor vehicle offences. A keyword search was undertaken within the MO Description of those records for the stated terms and this produced 795 offences. In order to determine whether those offences actually involved theft of the stated items (rather than just being mentioned, for example, something being left on the ‘car seat’) it would be necessary to read each and every one on an individual basis. At 2 minutes per record, this exceeds the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
An estimate of the time involved is set out below:
795 logs @ 2 mins per log (minimum) = 27 hours
In accordance with Section 12(1) of the Freedom of Information Act 2000, please treat this letter as the Refusal Notice I am required to provide to you in respect of your request.
In accordance with Section 16 of the Act I have a duty to provide advice and assistance in relation to your request, however due to the volume of records that would need to be reviewed I have been unable to identify information that could be supplied within the fees limit.
It should also be noted that even if it were possible to retrieve information within the fees limit, keyword searches cannot be considered entirely accurate as they are reliant upon the keyword being present within the MO Description. In the event that any of the stated items formed part of a theft from a vehicle, but that specific item is not mentioned within the MO, then any such offences would not be brought back within the searches.
Every effort has been made to ensure that the information provided is as accurate as possible.
Your attention is drawn to the below which details your right of complaint.
Should you have any further enquiries concerning this matter, please write or email the Freedom of Information Unit quoting the reference number above.
Yours sincerely
