FREEDOM OF INFORMATION REQUEST REFERENCE NO: FOI-176-2021
I write in connection with your request for information which was received on 23rd February 2021 as follows:
Response: Please be advised that the requested information is not centrally recorded and is therefore not available in a readily retrievable format. There are no identifiers for dog theft within the system and, in order to attempt to provide such information, it is necessary to conduct a text search for specific words or phrases. The resulting records then need to be manually read, on an individual basis, to ensure relevance and to ascertain the required information. For this request, searches were conducted for the words ‘dog’ and ‘pup’, appearing within the following offences during the stated period:
All other theft offences
Robbery
Burglary (residential and business)
Theft from Person
This search returned 731 records, which, at 3 minutes per record, would involve 37 hours of work. Therefore, the cost of providing you with the information requested is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with the Freedom of Information Act 2000, this letter acts as a Refusal Notice for this request.
In accordance with Section 16 of the Act I have a duty to provide advice and assistance and can advise that it may be possible to provide information within the fees limit if the request was reduced to, say, a two year time period of your choice rather than the six year period stated.
