I write in connection with your requests for information which were received on 19th March and your clarification received on 21stMarch 2019. Please find below the responses to your requests for West Mercia Police and Warwickshire Police information:
What is the force's approach towards the enforcement of cannabis offences when it comes to: (a) cannabis possession, (b) cannabis dealing, and (c) organised crime to do with cannabis supply such as factories and farms?
Is the enforcement of cannabis offences a priority for the force? If so, what are the reasons for this? If not, what are the reasons for this?
What is the force's approach towards using the smell of cannabis as a reason to Stop and Search an individual and what informs this approach?
Does the force have any specific units/initiatives designed for the enforcement of cannabis?
Any other comments the force would like to make with regards to cannabis offences?
By "force's approach", I mean "force's policy".
West Mercia Police 11473 and Warwickshire Police 11474 REPLY :
The Forces approach is in line with the College of Police APP. Officers will apply the law/disposal outcomes in line with legislation, risk assessments around threat/harm (THRIVE), national strategies such as the recent SOC one & charging guidelines. Supervisors/CPS will be the moderating factors.
West Mercia Police 11473 and Warwickshire Police 11474 REPLY: Each case is judged on it's merits involving a bespoke assessment taking into account the aspects referred to above. The more aggravating the scenario - the more it will attract priority status.
