A 29-year-old man and a 34-year-old woman, both from Nuneaton, have been arrested on suspicion of violating section 4 of the Public Order Act.
This is following an altercation which is alleged to have taken place on 10 October outside the Abbeygate shopping centre in Nuneaton.
The incident came to wider public attention following a video recording made of the reported events which was shared on social media.
The 34-year-old woman was arrested on Harefield Road, and the 29-year-old man was arrested outside the same shopping centre.
PC Ahern of Nuneaton and Bedworth SNT said “We’ve had numerous reports of antisocial behaviour from a few known individuals in the town centre.
“Obviously we’re not happy to stand by and let it happen, particularly when it’s causing distress to others in the community trying to use the facilities in peace.”
