Chief Constable Keith BristowWarwickshire Police will deliver more protection for communities across the county during the next 12 months by continuing to target criminals who cause most harm and by further increasing policing activity in those parts of the county most affected by crime.

Our priorities are to reduce the number of people killed or seriously injured in Warwickshire, both on our roads and as a result of crime, reduce the number of homes burgled and the amount of vehicle crime committed and improve your trust and confidence in us.

Between January and December 2008 we reduced all crime in Warwickshire by 6.8%. In real terms, that means there were 2,775 fewer victims of crime.

Working with partners and local communities we reduced the number of victims of serious violent crime by 583 (15%), reduced the number of people killed or seriously injured on our roads by 56 (14%) and reduced the number of homes broken into by 134 (5.5%).

We will continue to invest in our local policing teams and ensure that action is taken to address local priorities that we agree with you. Details of your local Safer Neighbourhood Team are in this leaflet.

We also want local people – and particularly victims of crime - to be more confident in us. For example, not all victims of serious sexual offences come forward. In the next 12 months, we will seek to increase the number of these crimes reported to us and detect more of them.

As we all know, crime does not take place evenly across the county, so in 2009 we will direct more of our effort into those areas most affected and our Police Authority will set differing targets to ensure this extra investment achieves extra results.

We will use all of our officers, staff and volunteers more effectively, releasing more resources to tackle county and local priorities. We will deliver a better service at county and local level and protect more people from harm.

We will do all we can to increase levels of trust and confidence in policing and deliver greater protection to you in the year ahead.

Delivering the right service, first time.

One of the ways Warwickshire Police will protect more people from harm during the next twelve months is by responding to incidents and managing demands on our services more effectively.

Under a new system, officers and staff in our force Communications Centre will better assess all calls for assistance and information to ensure we provide the right service, first time.

This system will ensure that more resources are available to deal with emergencies and priorities and provide a better policing service for local communities. We receive many calls about matters that other agencies are responsible for and we will ensure that people are directed to the most appropriate agency to help meet their needs when this happens.

The way we respond to 999 and emergency calls, where there is a danger to life or a crime in progress will remain the same - we will send officers to the scene as quickly as is safely possible.

By appointment

For calls which are important but not an emergency, people will be offered an appointment at a station surgery (usually on the same or next working day, or evening). If you are unable to get to the police station an officer will visit you at your home or other location at a time agreed with you.

Tackling local priorities

If your call is about a local policing priority, for example something which has been agreed with your Safer Neighbourhood Team through a Community Forum, we will also respond promptly.

Safer Neighbourhoods

About your local policing team

Local policing Safer Neighbourhood Teams (SNTs) operate in every community across Warwickshire and are dedicated to tackling crimes such as graffiti, anti-social behaviour and other local issues that impact upon the quality of people’s lives.

Teams led by a Sergeant include Police Constables, Police Community Support Officers, Special Constables and are supported by volunteers. They work in partnership with communities and other agencies.

Your local team will:

  • Agree local priorities
  • Take action with communities and partners when necessary
  • Update you on progress.

You can talk to your local SNT out in your community, at a Community Forum meeting or other local meetings and events.

Community Forums

Community Forums are local meetings where the public meet with local service providers such as councils and police. These have been known as PACT meetings in the past and current names may differ slightly in different areas. However, across the county local concerns are discussed and priorities identified for organisations and communities to work on. Updates on success and ongoing activity are given at each meeting. You can also speak to a police officer before the main meeting to deal with any individual or private issues. To find out when your next meeting is, visit your team’s website.

Community Volunteer scheme

Volunteering with the police enables people to make a difference in communities. Volunteers are involved in various activities from helping Safer Neighbourhood Teams engage with communities by updating web sites, contacting the public to update them on investigations or gather further information, to offering crime prevention advice and undertaking general administration tasks.

Spending 2009/10

This leaflet explains where the money comes from to fund Warwickshire Police Authority and how the Authority plans to spend that money over the coming financial year, 1 April 2009 to 31 March 2010.

Day to day Spending

In 2009/10 we plan to spend £107.54 million before income and use of reserves. Our total day-to-day spending (net of fees, charges, specific grants and transfers) is £88.08 million, £2.67 million more than 2008/09.

How spending has changed

Where the money comes from

The Police Authority’s budget requirement of £88.08 million is funded partly through government grants and business rates, and partly by direct precept on Warwickshire council tax payers. In 2009/10, central government funding accounts for 61.5% of total resources compared to 61.8% in 2008/09.

Your council tax by band

The council tax for Warwickshire Police Authority for properties in each valuation band is shown in the table right. This is an increase in council tax of 3.97%.

Staffing

Increases in police staff are, in the main, the result review of police officer posts and where appropriate, developing these roles that are now performed by police staff.

Capital spending

During 2009/10 the Authority intends to spend £6.63 million on police properties and £6.34 million on IT, vehicles and equipment. This is funded by Government grant, borrowing and the sale of police properties. At 31 March 2008 the value of Police Authority assets was £64.29 million and loans outstanding amounted to £16.92 million.

Our Performance*

Warwickshire Police has:

  • Reduced road deaths and serious injury by 15.9%, 55 fewer deaths and serious injuries
  • Reduced serious violent crime by 17.5%, 552 fewer offences committed
  • Reduced domestic burglary by 2.9%, 56 fewer offences committed
  • Reduced criminal damage by 14.2%, 1093 fewer offences committed
  • Reduced vehicle loss by 18.8%, 250 fewer offences committed
  • Reduced total crime by 6.4%, 2136 fewer offences committed.

Information about crime levels

Warwickshire residents can keep a check on crime levels in their communities through a new crime mapping system launched in January this year. The CrimeMapper website provides an easy-to-use way of finding information about categories of crime including burglary, theft and robbery, vehicle crime, anti-social behaviour and violent crime.

Warwickshire has low crime levels, with an average of 77 offences for every 1,000 people who live here. Across England and Wales the national average is 91 offences. The crime mapping system simply compares areas of Warwickshire within the context of Warwickshire.
