The Terrorism Act 2000 (as amended by the Crime and Security Act 2001) is the legislation applicable to air travel requirements and requires that all aircraft entering / leaving the mainland of GB to or from the Common Travel Area must call at a designated airport or give 12 hours prior notice to the Police Area in which the Port is situated.
Warwickshire Police applies the following policy to meet the requirements of the Act in respect of non-designated ports. Where an aircraft is used to carry passengers for reward on a journey to or from a non-designated port within Warwickshire Police Area to or from a non-designated port within the Common Travel Area the owners or agents of the aircraft shall not arrange for it to call at a port in Great Britain or Northern Ireland for the purpose of disembarking or embarking passengers unless the arrangement has been approved by the Ports Unit.
Where an aircraft is used on journeys, otherwise than to carry passengers for reward, to or from a non-designated port within the Warwickshire Police area to or from a non-designated port within the Common Travel Area the captain/pilot of the aircraft shall not permit it to call at or leave a port in Great Britain or Northern Ireland unless written notice has been provided to the Ports Unit
A minimum of 12 hours’ notice must be provide in these circumstances via a fully completed General Aviation Report (GAR) by fax to 02476 639231 or preferably, if possible, by e-mail to SBPorts@warwickshire.pnn.police.uk (entering ‘General Aviation Report’ in the subject field).
Where an aircraft is used to transport goods (rather than people), it may not call at or leave a non-designated airport unless 12 hours' notice is given.
This notice enables various security checks to be completed and allows the Police such time if appropriate to examine the aircraft, crew/goods. It is an offence to fly without such notice being given.
We recommend as a matter of best practice that you submit a GAR (if you are flying from any Warwickshire port to any destination outside mainland U.K) to Warwickshire’s Ports Unit.
