Richard Elkin was appointed Director of Resources on the 1st May 2009, having previously worked in the role on a temporary capacity since November 2008.
Richard completed an Industrial Engineering apprenticeship within the motor industry before moving on to the water industry where he specialised in organisational and management review. He joined the Research and Development department of Warwickshire Police in 1986.
Richard has wide-ranging experience of reviewing organisational practice, process, structures and the delivery of business improvement through the application of new technology at both force and national level. He has held lead roles in Communications, Information Technology and Corporate Development within the force and was appointed Deputy Director of Resources in 2006, with responsibility for strategy development in respect of the forces physical assets (Information Management and Technology, Property and Transport) together with Learning and Development.
Richard is the senior technical lead nationally for Custody and Case Preparation, chairing the national technical user group and has held similar lead technical roles on other national change programmes such as the Airwave mobile communications service and Radio encryption. He also led work to develop the current national strategy for the police service in the area of service management and support.
His present responsibilities include all Resources functions across the force, namely Contracts and Purchasing, Corporate Communications, Finance, Health and Safety, Human Resources, Information Management and Technology, Insurance, Learning and Development, Property, Risk and Transport.
